The PCMA, in cooperation with the Palestinian banking sector, held
a real estate appraisal training course from October 27 to 31, 2024, for the
purpose of obtaining a real estate appraisal license.
During the year, cooperation was also established with the Land
Authority, through the Council of Ministers, by providing qualitative feedback
on the draft Real Estate Appraisal and Appraisers Licensing Regulation, based
on practical and scientific expertise related to real estate appraisal and
appraisers’ qualification, with the aim of enhancing knowledge and technical
exchange between the two institutions.
Additionally, during the year, licenses were granted to five (5)
appraisers.
Sector Statistics
There are two companies operating in the mortgage
finance sector: Palestine Mortgage and Housing Corporation and the Palestine
Housing Finance Corporation. The Palestine Housing Finance Corporation offers a
loan refinancing program to banks, with the outstanding balance of the
refinanced portfolio amounting to USD 1.76 million as of the end of 2024. It is
noted that there is limited demand for the company’s services due to the
challenges mentioned above.
A total of 72 real estate appraisers are working in the
real estate appraisal sector for mortgage finance purposes as of the end of
2024, distributed across all governorates according to the following table:
